Biography
Bernadette Eunice Cloete is a Lecturer, Programme Coordinator, and TVET Specialist with more than 25 years of experience in education, curriculum development, academic quality assurance, and institutional governance. She is currently completing a PhD in Education (Leadership & Administration) at the University of Namibia, with her doctoral work focusing on strengthening Namibia’s Technical and Vocational Education and Training (TVET) sector through public-private partnerships and improved institutional collaboration.
Throughout her career, Bernadette has held senior administrative, academic and leadership roles across NUST, NAMCOL, Lingua College, IOL, DAPP Namibia, and international organisations such as WHO and UNAIDS. She has coordinated large-scale programmes, including the Teaching Practice (WIL) component for over 200 students, led major accreditation and programme review processes (NQA, NCHE, NTA), and developed more than 35 modules and study guides for national and international institutions.
Bernadette’s professional work bridges academia, research, industry engagement, and community development. She serves as Chairperson of the Management Committee at the Namibia Open Learning Network Trust (NOLNeT) and has made significant contributions to curriculum innovation, competency-based education, and open and distance learning (ODL). Her research and consultancy work focus on advancing TVET governance, strengthening public-private partnerships, improving student support systems, and designing context-responsive vocational curricula. A committed scholar-practitioner, Bernadette has presented at national conferences, facilitated capacity-building workshops for educators and trainers, and contributed to educational reform through quality assurance, programme design, internal verification, and evidence-based policy alignment. Her work continues to shape the professionalisation and future growth of Namibia’s TVET ecosystem and education in general.
